CARES Act Eligibility - Individuals who are self-employed, independent contractors and nonprofit employees, those that are otherwise ineligible for state Reemployment Assistance benefits and those that have exhausted state and federal benefits may be eligible through the Disaster Unemployment Assistance (DUA) program. The DUA program provides unemployment benefits to individuals who have become unemployed as a direct result of a Presidentially declared major disaster.

Pandemic Unemployment Assistance eligibility does not include individuals who have the ability to telework and receive pay or individuals who are receiving paid sick leave or other paid leave benefits.

Help for Small Businesses
U.S. Small Business Administration (SBA)
The SBA offers a variety of disaster loans to small businesses. Many of the loans do not need to be repaid if certain conditions are met.

Paycheck Protection Program (PPP): This loan helps small businesses (less than 500 employees including sole proprietorships, independent contractors, self-employed persons, private non-profit organizations or 501(c)(19) or veterans organizations) affected by COVID-19 to keep their workforce on payroll. The SBA will forgive the loan if all employees are kept on the payroll for eight weeks, and the funds are used for payroll, rent, mortgage interest, or utilities. (At least 75% of the loan must be used to keep employees on payroll.)
